Background paper for ALNAP's Annual Meeting January 2012

Background paper for the Active Learning Network for Accountability and Performance in Humanitarian Action (ALNAP) 27th Annual Meeting, which will be held in Chennai, India from 17th to 18th January 2012.

The paper provides an introduction to many of the issues that will be discussed at the Annual Meeting and addresses, in particular, five key questions:

• What are urban disasters? What exactly do we mean and understand when we say urban disasters? How do urban disaster settings differ from other contexts in which humanitarian work takes place?
• What is the nature of urban vulnerability? How can we better understand its nature, form and dynamics?
• What are the challenges of urban disaster responses and how should they be met? What have we learned from emergency response in urban settings to date and what is required to improve our ability to respond effectively?
• What do we need to do differently in urban disaster risk reduction? What are existing practices – and how can these be improved?
• How does urban development policy support or hinder humanitarian efforts? How can development policy and practice take account of urban vulnerability, risk and disasters?
