I had a limited knowledge of what accountability in emergencies meant in practice, and was convinced after the ECB Good Enough Guide training in Nairobi in February 2008 of the importance of this aspect. I specifically appreciated that it is a methodology that put the beneficiary and not the system at the centre of focus."

Objective 3: the sector

At the sector level, ECB aims to contribute to and improve upon the emergency preparedness and response through collective dialogue, knowledge sharing, learning, and collaborative work with other partners and organizations. By developing external Partnership Plans for joint work on field-oriented projects with leading networks, research institutions, and key players, the Emergency Capacity Building Project will address needs affecting the sector as a whole.

ECB Phase II will build on and enhance knowledge from the wider humanitarian sector, and in turn inform research and debate within the sector. As a result,

  • industry standards will become more aligned with the realities of field conditions, thanks to extensive testing and piloting in the field;
  • "learning out" will increase due to sector forums and debates;
  • industry standards will be more uniformly recognized and accepted at the field and organizational levels, which will strengthen accountability; and
  • learning from both Northern and Southern networks and research institutes will influence the sector.

Knowledge-sharing will lead to more consistent, higher quality, and more effective emergency preparedness and response across the humanitarian sector.
