When I first heard about the development of tools to build trust it was at a time when we had begun to identify and understand how important issues of trust were. The 'stronger' or more trustful an organization is before an emergency, the better it will be able to address issues of trust during emergencies."

Exchange Visits and the Staff Capacity Framework
What is it?
Why is it useful?
Exchange visits between peer professionals at headquarters and field offices led to the identification, documentation, and sharing of a series of common challenges and promising practices.
Understanding the systemic nature of staff capacity and sharing innovation will help us to recruit, retain, and develop better trained and more rapidly deployed staff.
During exchange visits between IWG agencies in 2005, human resources specialists and program line managers from the seven participating ECB agencies visited each others' headquarters and field offices to share their policies and procedures and witness how systems are implemented at regional and country levels. A series of promising practices were identified.
