Why is it useful?

Authoratative study into 'surge capacity' and 'surge capacity mechanisms', which identifies the triggers and drivers for organizations to scale up and scale down rapdily and efficiently in any given location.

This research enables a better understanding of surge capacity mechanisms and will help agencies improve the effectiveness of their humanitarian response.


This comprehensive and authorartative study, undertaken in partnership with People In Aid, explores the capacities of humanitarian and development agencies to rapidly respond in times of increased need. This paper aims to foster a deeper understanding of these ‘surge capacities’ by identifying the triggers or drivers for surge, and exploring how surge capacity is resourced, enacted and effectively enabled.
