The ECB Project Director will report directly to the CARE USA Sr. Director of Emergencies and Humanitarian Assistance, as CARE is the lead agency for the ECB Project, but s/he will also liaise with and provide regular updates to the IWG Principals. S/he will directly manage the five members of the ECB Global Project Team, and oversee project implementation at field, organizational and sector levels. The PD will ensure that the Project’s governance mechanisms are followed, and that all internal and external reporting responsibilities are complied with. The PD maintains oversight of the Project’s financial management systems, and supports the IWG Principals and fundraising staff at the ECB member agencies in raising the resources required to implement the project. The PD has oversight of the design and implementation of the Project’s M&E system and Communications and Knowledge Management and Learning strategies. The PD also represents the Project externally, through regular participation and presentation at relevant global and regional humanitarian fora and dialogues, both internal to the IWG agencies and within the wider humanitarian sector. Finally, in anticipation of the end of the current phase of the ECB Project in the summer of 2013, the PD will facilitate discussions at IWG level and with other strategic stakeholders, including potential future donors, to explore how the ECB model and learning from its implementation can inform future IWG initiatives in the area of collaborative capacity building for emergency preparedness and response.

The Assessment Capacities Project (ACAPS), with support from ECB agencies and other stakeholders, under the overall coordination of the Humanitarian Country Task Team (HCTT), is in the process of organizing a joint needs assessment (JNA) in Bangladesh. The JNA will take place in the three affected districts of Patuakhali, Barguna and Bhola, following the impact of cyclone Mahasen. Read more
