Bangladesh: ACCOUNTABILITY

  • Save the Children hosted an inter-agency accountability in emergencies training and Cyclone Aila review in Dhaka
  • The 'Good Enough Guide' published in Bengali.
  • CARE staff member participated in the National Staff Development programme; ECB framework used as the basis for country-level accountability frameworks after Cyclone Sidr
  • The Bangladesh consortium collaborated with the ACAPS project to commission a study into Joint Needs Assessment in Bangladesh in April 2011: the collaboration resulted in range of reports which can be found in the Resources Library.

  • The ECB Project Bangladesh consortium will hold an accountability workshop in Dhaka on 20 March 2012, supported by the European Community Humanitarian Office (ECHO).

  • Staff Retention Review workshop and training with People in Aid in Nairobi.
  • ECB Project support People in Aid Humanitarian HR conference in Nairobi, held June 8-11, 2011.

Kenya: UN IAWG

  • CARE participated in Interagency Working Group (IAWG) coordination following the Kenya election violence
  • ECB Project presented at IAWG, Transparency International and Sphere Launch event in Nairobi on April 14, 2011.

  • CRS engaged in AIM, DRR and Good Enough Guide training
  • World Vision initiated Good Enough Guide workshops with ECB agencies and other NGOs plus government, People In Aid and UN Inter-Agency Working Group (IAWG) simulation on Staff Care in Emergencies Mar ‘08.

  • Bolivia is one of our key ECB consortia countries – more details
  • Objective 1 review and planning process with their Consortium Engagement Plan (CEP) Review and Revision workshop and Consortium Learning Review (CLR) held in La Paz (February 2011).
  • ECB Indonesia consortium members visited the ECB Bolivia consortium for a learning exchange (June 2011).
  • Representatives from Bolivia consortium travelled to Bangladesh to take part in a learning exchange visit (Sept 2011).

  • Bolivia consortium developed a common DRR language and tools to improve the coherence and coordination of future DRR initiatives.

  • Bolivia consortium held first inter-agency emergency simulation.

UK: ACCOUNTABILITY

  • Oxfam launched the Impact Measurement Good Enough Guide project  in partnership with the University of East Anglia (UEA).

MercyCorps published a cost-benefit analysis for a Disaster Risk Reduction (DRR) program in Kailali. The report found that the benefits strongly outweigh the costs of DRR, by about 3.5 to 1 (October 2010).

Horn of Africa: STAFF CAPACITY

  • A Rapid Capacity Assessment was completed, to support the start of the Consortium of British Humanitarian Agencies' (CBHA) capacity building program (October 2010).
  • CBHA event held in Horn of Africa in order to capture learning from the Humanitarian Staff Development Project and discuss new training programmes (November 2011).

World Vision conducted its annual global relief forum in Ottawa, Canada, where the use and impact of ECB tools on the quality of emergency response was shared (May 2011).

  • World Vision in the process of expanding the ECB Unit to mainstream Disaster Risk Reduction (DRR) into all development plans, inter-agency networking on DRR.

United States: INTER-AGENCY WORKING GROUP

  • April 2011: The Inter-agency Working Group (IWG) which includes the emergency directors from all of the ECB agencies, held their twice-yearly meeting in Seattle.

Niger: ACCOUNTABILITY

  • CRS: Accountability and Impact Measurement – maintained contact post-standing team deployment.
  • World Vision and government staff are given an introduction to Good Enough Guide
  • October-November 2010: The ECB Niger consortium completed an evaluation of the West Africa (Sahel region) food crisis.

  • Save the Children hosted an inter-agency accountability in emergencies training session in Islamabad.
  • CARE, MercyCorps, Save the Children and World Vision collaborated to help produce an Urdu translation of the Good Enough Guide (Oct 2011).

  • Building Trust: A Concise Facilitation Handbook now available in Spanish (April 2011).

The ECB Project shared self-assessment tools and methods at People in Aid HR conference in Madrid (May 2011).

Switzerland

  • ECB Project staff presented at the United Nations, Geneva to a group of UN staff during the IASC (Inter-Agency Standing Committee) weekly meeting in January 2011. Participants learnt about the ECB Simulations and Accountability activities.
  • ECB Project Team presented an overview of the Project at the Shelter Centre, Geneva (Nov 2011).

Bangladesh: STAFF CAPACITY

  • ECB Bangladesh organised a multi-agency simulation held in Dhaka, observed by representatives from the Bolivia consortium as part of their learning exchange visit (Sept 2011).
  • CBHA event held in Bangladesh in order to capture learning from the Humanitarian Staff Development Project and discuss new training programmes (November 2011).

Kenya: DISASTER RISK REDUCTION

  • DRR Practitioner's guide consultation workshops - July 2011

Horn of Africa: PARTNERSHIPS

  • The ECB Project, in collaboration with ACAPS, led and released a Secondary Data Review on the Horn of Africa drought.

United States: ACCOUNTABILITY AND IMPACT MEASUREMENT

  • ECB Accountability and Impact Measurement (AIM) Advisors presented on the Good Enough Guide at the InterAction Forum in Washington DC (Sept 2011).

Thailand: DRR/CCA

  • CRS and Save the Children organised frst Disaster Risk Reduction/Climate Change Adaption (DRR/CCA) Practioner's Guide Summit in Bangkok, with support from partners.

Tajikistan: ACCOUNTABILITY

  • MercyCorps Tajikistan have produced a Russian translation of the Good Enough Guide - please contact the ECB Project to obtain a copy of this version.

Indinesia: STAFF CAPACITY

  • CBHA event held in Indonesia in order to capture learning from the Humanitarian Staff Development Project and discuss new training programmes (December 2011).

What is an ECB Consortium?

ECBinter-active Conference Series
November 2011 – February 2012 sees the first ever series of ECBinter-active regional events, in which for the first time, we share our program and practical learning on humanitarian capacity building with the wider humanitarian sector.

Our final ECBinter-active learning conference is in Dhaka, Bangladesh 28-29 February 2012. Registration now closed.

Objective 1 is focused on field-based activities in five consortia. The consortia are located in: Bangladesh, Bolivia, Horn of Africa, Indonesia, and Niger. Each consortium is made up of some or all of the six IWG agency country programs (CARE International, CRS, Mercy Corps, Oxfam, Save the Children and World Vision) who in partnership with other NGOs, UN institutions, local partners, communities, and government actors are committed to working together to improve their national and field level emergency preparedness and response capabilities and practices.

These consortia will plan and implement a series of activities with the aim of:

  • improving their performance in recruiting, retaining, developing, and deploying skilled staff;
  • increasing their accountability to affected populations and communities;
  • decreasing the risks from disasters through local and national government policy changes;
  • improving the coping mechanisms of participating communities;
  • improving the coordination in preparedness and response;
  • developing agreements and work towards implementing joint response activities; and
  • gathering data and document lessons for sharing with global agencies and sectors.

Ultimately, at the field level, lives will be saved, livelihoods will be protected, and recovery from disaster will be faster and less expensive. Field-level work is the largest of the three components of ECB Phase II.
