Bolivia is the second poorest country in the Americas. Twenty-three percent of the population lives on less than $1 a day. At the same time climate change poses an increasingly dangerous threat. Natural disasters are happening more often and getting worse, severely damaging infrastructure and livelihoods.

The Consortium of Humanitarian Agencies* in Bolivia is working to reduce the impact of disasters by fostering coordination between the government, NGOs, and local communities.

ECB Project work in Bolivia

• The Consortium is part of the inter-agency Participatory Disaster Risk Assessment (PDRA) project. It is developing a Participatory Risk Assessment and Planning tool or ARPP (Análisis de Riesgos y Planificación Participativa) taking into account results of training workshops and practical field tests.
• The ECB Accountability and Impact Measurement (AIM) standing team went to Bolivia twice in 2012. In September they discussed approaches to accountability with communities. In April they discussed the key concepts of accountability and created an action plan for agencies to improve the accountability approaches.
• In 2012 30 national staff, representing 17 organisations, took part in ENHAnce Bolivia – an ECB Project training program that develops leadership, management and the core humanitarian skills of national personnel. Staff training was put into practice during an emergency simulation.
• A Building Trust workshop was held in Bolivia in July 2012. Representatives from the government, the UN and NGOs shared experiences and working methods with the aim of building better relationships between stakeholders.
• The Consortium tested the ECB Joint Needs Assessment (JNA) approach twice after intense flooding in the Beni region in 2010. Further flooding and landslides took place in 2011, leading to a third JNA.
• Joint accountability training programs were held in remote locations in Southern Bolivia, using Spanish versions of resources (see below).
• The Consortium supported the development of Toward Resilience: A Guide to Disaster Risk Reduction (DRR) & Climate Change Adaptation (CCA).
• The ECBinter-active Regional Learning conference was held in Bolivia in November 2011 with over 180 participants from across Central & South America. A full conference summary, participant interviews and presentation materials are available to download.

*This Consortium Of Humanitarian Agencies in Bolivia (CAHB) is an official network in Bolivia which emerged when the ECB Bolivia Consortium decided to expand its membership from the original five ECB agencies. It is led by Oxfam together with eight other NGO members: Acción Contra el Hambre (ACH), CARE, Christian Aid, Catholic Relief Services, HelpAge, Plan, Save the Children and World Vision. The Consortium is led by Roger Quiroga, Oxfam and Ingrid Terrazas, ECB Project Field Facilitator. The Consortium also works closely with UNICEF, UNOCHA, Fundacion para el desarrollo participativo y comunitario (FUNDEPCO) and the Bolivian Vice Minister for Civil Defense (VIDECICODI).
