"... Local and central governments face challenges with quanitfying the resource requirments for DRR. We are working with the office of the Prime Minister to achieve shared goals to prepare communities.

"There is an opportunity to combine the expertise of NGOs and the government to find 'good enough' approaches that deal with the current crisis uncertainty in Uganda. We also need to work together to empower communities. They need approaches that are practical, implementable and simple enough to understand rather than intimidating.

ECBinter-active Horn of Africa Conference Summary

Strengthening the links between people and processes in emergency response: the ECB experience

After two years of collaboration in the Horn of Africa, the ECB Project succesfully held the fourth of our ECBinter-active regional learning events in Kampala, Uganda on 1 and 2 February 2012.

The event agenda gave participants an insight into ECB joint approaches, capacity building strategies, and regional joint actions implemented in the areas of Disaster Risk Reduction (DRR) and Accountability and Impact Measurement (AIM).

Participants were asked: Imagine it is 10 years from now, what did we do in 2012 to make ECB a global success?

We also shared key learning from our work in partnership with others, for example People in Aid and The Assessment Capacities Project (ACAPS), and shared program tools that we are developing and piloting and would like to share with the wider humanitarian sector. For example, The Good Enough Guide, our new ENHAnce training programs, and our Multi-Agency Simulations tools

There were speakers and facilitators from across the humanitarian sector:

  • The Office of the Prime Minister -Ugandan Government
  • ACAPs (Assessment Capacities Project)
  • PFIM (People First Impact Measurement)
  • Oxfam Uganda office (ECB consortium lead agency)
  • World Vision Uganda Office

"... Capacity and resources remain one of our greatest challenges with disaster. We need household items, education, clothes, but also we need support with accountability and feedback mechanisms.

"Collaboration has developed around many common themes for example: Disaster Risk Reduction (DRR), Emergencies, community-based preparedness and better communications with affected populations.

"I do hope that we should continue to collaborate, it has been great work."

If you were not able to participate in person, you will still be able to access all the learning and ideas generated at ECBinter-active Horn of Africa. In due course we will share the workshop materials, learning outputs, more participant feedback.
