Expanding National Humanitarian Ability

When a humanitarian emergency strikes, national staff are essential to implement a quick and appropriate response.

Many of these staff will have little or no humanitarian training or experience and so they might not be able to transfer their skills to the emergency context effectively.

ENHAnce* aims to:

  • Develop core humanitarian skills and leadership competencies of existing staff at national level
  • Build a network of humanitarians who can work effectively together to improve overall speed and quality of response for disaster affected people

Two separate learning programs are available for staff in 2012:

Core Skills Development Program
A 6-month on-the job program introducing the key concepts and skills of humanitarian programming. This program is for national staff with very limited or no experience of working in emergencies.

Management & Leadership Skills Development Program
A 9-month on-the-job program examining key aspects of management and leadership in emergency situations. This program is for national staff who have some experience of working in emergencies and who manage people in their current roles.

A wide range of organisation are eligible to nominate candidates, including the ECB agencies, other international NGOs, local NGOs and government.

The ENHAnce Learning Experience

Participants are encouraged to focus on their learning for the period of the program, through methods including:

  • Two 3- to 4-day workshops: led by expert facilitators, these cover key skills, behaviours and issues in-depth
  • Coaching: 1-to-1 sessions for participants to identify their own learning priorities and explore related issues with trained coaches
  • Buddy Groups: for participants to support and learn from each other
  • Self-directed action-learning: participants spend 2-3 hours a week throughout the programme, accompanied by a workbook

Participant charges - reduced from levels originally advertised

Participant Charge: 299 US Dollars per participant (Core Skills or M&L Skills)

Note that this represents only a small proportion of the total cost of each participant place:

  • Core Skills: 299 USD Participant Charge goes towards the total cost of more than 2,200 USD
  • M&L Skills: 299 USD Participant Charge goes towards the total cost of more than 2,700 USD

These charges have been reduced from the levels originally advertised, by 199 USD for Core Skills and by 499 USD for M&L Skills, thanks to a very generous financial contribution from CRS.

The Participant Charge is the only financial contribution which participants’ organisations are required to pay. Accommodation and meals during workshops are covered at no extra cost to the participants’ organisations.

ENHAnce is an ECB intiative to build the humanitarian capacity of national staff, replicating the learning programs piloted by the CBHA (Consortium of British Humanitarian Agencies).
